Police caught up with 26-year-old Jeremiah Kay at around 12:30 this morning after a foot chase in the area of Water Street and Fifth Avenue.
Kay is charged with theft by unlawful taking and receiving stolen property, both felonies, and unauthorized use of a motor vehicle.
He’s being held in Warren County Jail.
